CEEPUS

What is CEEPUS?

CEEPUS (Central European Exchange Program for University Studies) is a regional academic mobility program that encourages the cooperation of higher education institutions through the mobility of students, teaching and non-teaching staff, primarily within CEEPUS networks.

The program has been implemented since December 1, 1994, and the Republic of Croatia has been participating in the program since 1995.

CEEPUS IV, which entered into force on May 1, 2025 for a new seven-year implementation period, continues to develop regional academic cooperation through:

  • network mobility
  • development of joint study programs
  • virtual and hybrid forms of mobility.

More information about the program is available in the promotional video of the EU Agency for Mobility and Programs (AMPEU).

Who can participate in the CEEPUS program?

Mobility within the CEEPUS program can be achieved by:

  • undergraduate, graduate and postgraduate students
  • teaching and non-teaching staff.

More detailed information on how to participate is available on the AMPEU website.

Types and categories of mobility

The basic types of mobility are:

  • Network mobility (eng. network mobility) – mobility within approved CEEPUS networks, including the so-called umbrella networks (networks that met the quality criteria, but are not among the approved networks for a particular academic year).
  • Freemover mobility – mobility outside the CEEPUS networks, the so-called freelancers.
  • Short group mobilities – short-term mobilities such as summer schools, network coordination meetings, and similar programs.

Mobility categories:

  • Student – semester mobility (minimum duration: 3 months)
  • Short-Term Student – research for a final, graduate, specialist or doctoral thesis (minimum duration: 1 month)
  • Teacher – teaching and/or mentoring work (minimum duration: 5 days and at least 6 hours of teaching and/or mentoring work per week; minimum 3 days in case of short group mobility)
  • Short-Term Excursion – short group mobility, such as professional visits, field lessons and similar programs (minimum duration: 3 days).
  • Short Term Intensive Course – short group mobility, such as intensive courses, summer schools and similar programs (minimum duration: 6 days).
  • Short-Term Network Meetings – coordination meetings of CEEPUS network coordinators.
  • University Staff – non-teaching staff (duration: from 2 to 5 days), intended primarily for professional development and getting to know the work of the partner institution through job shadowing.

Certain countries also allow virtual or hybrid forms of mobility.

Academic year and mobility period

In the CEEPUS program, the academic year lasts from September 1 to August 31 of the following year.

Mobilities for the purpose of attending classes, conducting classes and/or mentoring work are realized during the period of regular classes at the host institution, as a rule during:

  • winter semester: from the beginning of October to the end of December
  • summer semester: from the beginning of March to the end of June.

Scholarships

The member states of the CEEPUS program each academic year determine the number of available scholarships (quota) for incoming mobility, the amount of scholarships and other rights of CEEPUS scholarship holders.

The amount of the scholarship depends on the standard of living of the host country and is adjusted to the costs of mobility. Students are exempt from paying tuition at the host institution.

Information about:

  • scholarship amounts
  • subsidized food and accommodation
  • health insurance
  • and other rights of scholarship recipients

are available on the official pages of the CEEPUS program, by selecting a particular country under CEEPUS Member Countries and NCOs.

Travel expenses

The National Office for CEEPUS in Croatia (NCO-HR) can partially or fully refund travel expenses to Croatian students and teaching staff upon their return from mobility, in accordance with the applicable rules of the program. More information is available on their website under Procedure for reimbursement of travel expenses.
